“The Business Resource & Investment Service Center ("BRISC") was launched by the Upper Manhattan Empowerment Zone and the US Small Business Administration ("SBA") as a One Stop Capital Shop to provide access to capital and technical assistance to small business owners and entrepreneurs located in the Central, East and West Harlem and Washington Heights and Inwood communities. As a technical assistance intermediary, BRISC provides direction to small business owners interested in expanding or relocating as well as residents who want to start new businesses.”
