To Apply for a Sales Tax authorization (Certificate of Authority)
To obtain the Certificate of Authority you will need the form
DTF-17 Application for Registration as a Sales Tax Vendor

You need to apply 20 days before you start your operations but you should not apply no earlier than 90 days before you begin operations.
