Realizing that this is perhaps a very strange email, I am taking the risk.
My name is MonaLisa and I would like to partner with the city that I
reside and organize networking events and business education seminars to
assist businesses in my community. I am calling upon every resource
possible to provide me with advice as to how I can propose this job to our
city's management. I am eager, ambitious and determined to fulfill this
dream...can you help by advising me?

Thank you in advance for yout time as I know that there aren't many people
out there willing to extend a helping hand.

Warm Regards,

Partnering with city, state and other agencies

I think is a great idea to try to partner (or use city resources) to promote your seminars

I am assuming that you are giving the seminars

These are the following options:

You can contact your local SBDC (http://www.sba.gov/sbdc/) for NY is www.nyssbdc.org office. They usually host seminars and have space that you may use.  If the information you are providing is innovative, has strong educational value, and is not self-promoting (you can promote yourself at the end of the seminar) then they may be able to put you in the calendar.  This will give you good business exposure.

You can also use the New York’s Science and Business Library http://www.nypl.org/research/sibl/ (if you are in NY, if not then you may have a similar resource) They offer free space for people who want to give an educational seminar, you will be included in their calendar, and their promotions, I believe they promote their events on major publications.

Local Economic Development corporations, in New York you have plenty of options, (you can also look for local organizations in your area if you are outside of NY).  Some of the places where you can try to work with are CAMBA, in Brooklyn, SOBRO in the Bronx, Renaissance in Harlem, etc.  Be aware that these organizations have well developed programs and may not be able to work with you as they may be doing something similar already. By asking which one is the local business outreach center for your community, you may be able to connect with these organizations.

As a general rule, these organizations have well developed educational programs, however, by reaching out to them, you may be able to find out if they want to explore a particular program that you may offer.

You may want to explore the following:

The SBA and other business organizations, have grants for people, with the right background, to start business outreach and education to the community.  Your company will most likely have to be a non-profit corporation.
