The amount that you are requesting 25K is small for VC investors, it is probably more suited for Angel Investors.

Also, since it is a small amount, I think it would be easier to obtain a loan (personal or business), get the business started (and most importantly own the business)

There are financing companies that even allow you to do an online application and you will get preapproved online as well, (for example, superior financial, http://www.superiorfg.com/main/, they are a SBA lender) BTW, we don't endorse it, but we send you the lead so you can follow up on.
